The financial implication of a student opting for the wrong course can be huge.  Student contributions cost €3,000 a year.  However, in some instances, if a student wants to repeat a year or change college courses after a year they can be charged tuition fees as well as student contribution fees.  The HEA generally cover tuition fees but it is very rare in the above circumstances.
